Prof. Dr. Rafaqat Ali Akbar is a national identity and hallmark in the field of education and research throughout the country. He is currently working as Director of Institute of Education and Research University of the Punjab, Lahore and Professor of Education at Department of Elementary Education. He was the former chairman of Department of Elementary Education. He has Post Doc. Fellowship from School of Education University of Birmingham, UK and Ph. D in Education from University of Arid Agriculture, Rawalpindi, Pakistan. He also has master degree in science education.  He also has a master degree in Islamic education. He has more than thirteen years of experience as a Professor of Education. He has more than thirty three years of experience of teaching and research. He is the author of nine books on Education. He has more than sixty seven research publications in national and international research journals. He is the chairman of Departmental Doctoral Programme Committee (DDPC) in Education, Institute of Education and Research, University of the Punjab, Lahore. He is the convener of Board of Studies in Education at Institute of Education and Research, University of the Punjab. He is the chairman of Peer Review Committee, Faculty of Education, University of the Punjab, Lahore. He is member of Pakistan Universities Forum, since 1994 to date. He is member and head of Alumni Association, Institute of Education and Research, University of the Punjab, 1988 to date.
He is the Chief Editor of Bulletin of Education and Research (Research Journal), Journal of Elementary Education, and Taleemat. He is the member of more than nineteen professional organizations. He has participated, coordinated and arranged more than hundred workshops, seminars, trainings and conferences at national and international level. He is the pioneer of ICORE international research conference at IER. As he has a vast experience of research and teaching, so, he participated as keynote speaker and chief guest in national and international research conferences in universities of Pakistan and abroad. He has visited different countries for research and study purposes including USA, Europe, Malaysia, and Turkey. Due to multidisciplinary approach and having multi-dimensional personality, he is also invited as chief guest speaker at different TV shows to talk about the educational, social, political and religious issues and concepts.  He has completed four research projects in the field of education.
